Boston is getting a “wintry mix”–chaos is emerging!

If you were trying to emphasize the rainy nature of the mix, would you call it a snow-rain mix or a rain-snow mix? Which one says “rainier”?

Boston is ill-equipped for winter: I saw a guy shoveling while wearing a garbage bag “jacket” with holes cut out for his arms and head.
